Stockton City Manager Harry Black resigned on Thursday amid a contentious standoff with the City Council as he faced criticism from a council member who accused him of creating a hostile work environment.

Harry Black’s 5-year tenure as city manager ended after the Stockton City Council voted to accept his resignation in lieu of termination without cause.

Stockton City Manager Harry Black has resigned from his position, with Deputy City Manager Will Crew stepping in as acting City Manager until a new appointment is made.

Black had entered a new employment agreement with the city in August of 2024, approved in a 6-1 vote by the council. It included a term of four years.
