It's like one of those time effect/consequence after the undesired event (Cell coming up 1 year before Trunks) happened. After all 16 was stronger than Imperfect Cell (before drinking everyone). And 16 wasn't good. He was more like a neutral dude.

But due to delayed launched of S21 FE, it came out with Android 12 instead of Android 11 while S21, S21+ and S21U launched with Android 11. Hence, S21, S21+ and S21U will get updates till Android 15 while S21 FE will get Android 16. That the difference in launch Android versions is probably the cause of this confusion.
