The Maryland Comptroller's Office released a report examining the potential impacts of implementing a state baby bonds program, which would provide $7,000 investments to babies born under Medicaid coverage. The report presents various investment scenarios estimating how much a baby bond program would impact the state financially and economically. "What we did in our report is to look at what a program like this needs in terms of an investment to make this work," says Comptroller Brooke Lierman.
